It acts as a surrogate conscience, it catches the impulse of violence before it leaves the brain and cancels it so no one is harmed in the process. The RehabiGuard produces a weak signal, but it is a targeted one.

This device was created to rehabilitate criminals instead of sending them to prison which is a very expensive proposition. This is a microscopic device created by the High Atlanteans to help control their uplifted slaves. The problem that they found is that a certain type of radiation emanating from Aquatica interferes with the devices.
