Avacian Voteporix

For years, the assassin known only as Anarch plied his deadly trade unburdened within the Federation of Vay. Killing quietly and effectively—and, importantly, rarely—he built up a reputation for himself as a killer of the those at the top of society. From 709 to when the Severing struck in 714, Anarch assassinated nine patriar nobles within the Federation. The only thread linking those killings back to the same individual is his particular bourgeois calling card: a morbid gift of a particularly expensive bottle of fine wine (of a different variety each time) left beside each victim's body, the bottle's label replaced with a red wax seal that reads "ANARCH".
The killings were done neatly enough that there has always been nowhere near enough evidence to point to any perpetrator. In 715, that changed.
On the 10th of Nightwinter, 715, one of the five plausible claimants to the title of Magelord of Vay was found dead in his home. In life, Lord Atilius Castran ce'Auria was a consul of the Federation and head of the Department of Research. He was forty-one at the time of his death. As had happened with nine others before him, a bottle of wine with a distinctive red wax seal was found near his body, but this time, that bottle of wine was distinctive enough to provide a possible clue. A sommelier employed in the investigation of Lord Castran's death confirmed the wine to be a particularly rare, long-aged variety at least a hundred and fifty years old. Only a handful of bottles of it were ever produced, and only two were thought to remain at the time of the assassination. One bottle was traced to an anonymous patriar family in Vay Proper, who still had it unopened. The other had belonged to the Voteporix family, a patriar family in Auria, where Lord Castran was murdered. The wine was no longer in their possession when the investigation reached them, though the family reported it stolen after that discovery was made.
The light shone onto the Voteporix family by the distinctive choice of wine lead investigators to another discovery: a bastard child, now a fully-grown adult, by the name of Avacian. And it was this bastard son that suddenly seemed to be the one they had been looking for all along. This child was the product of an affair between Lord Pantera Voteporix ce'Auria and an elven woman; he was a half-elf, and investigators concluded that he must be a changeling, a trait which would have helped immensely in the execution of the assassinations linked to him. Upon questioning, Lord Voteporix repeatedly affirmed that he did not know the whereabouts of his illegitimate son.
The next day after Lord Voteporix was questioned, a report came in of a sighting of someone identical to Lord Voteporix crossing the border between the Federation of Vay and Oristhane, which would have been impossible given the distance between Auria and the border. It is now presumed that this was the assassin Anarch—Avacian Voteporix—fleeing the country.
For the last two years, the assassin has been a wanted fugitive in the Federation of Vay. No assassinations have occurred in the Federation of Vay since the murder of Lord Castran.

Personal History

Anarch was trained from childhood to serve as a legionnaire within Project Vanguard, which he did from age 18 to 24 under the command of Alpha Winter. Issues with psionic tethering led to him being reassigned to a reconnaissance squadron under Alpha Sabina, who was at the time perceived to be a stronger and more capable commander. He deserted his squadron in late 707 YC. Sabina went AWOL on the same day that Anarch did. Within Project Vanguard, many administrators—and members of Sabina's company—believe that Anarch killed Sabina; Anarch denies that. After his disappearance, he laid low for two years before beginning to use his learned skills as an assassin.
