As the world magic levels increased across the land and as more and more folks started popping up with magical abilities, it was agreed that ground rules needed to be set to keep the peace and try to proactively solve problems.The document itself outlines what is acceptable and not acceptable magic usage, how to deal with law breakers with magical abilities, and more.

Purpose

The purpose of this document was to create guidelines and laws involved with magic usage and users before things got out of hand.

History

In recent times 'The Descendents' have completely rejected the treaty and have begun to actively practice forbidden magic.

Public Reaction

Many were happy with the treaty, for it helped fit magic into their current society without it taking over. There were some subculture however that were unhappy with the treaty, viewing magic as their birthright that outsiders had no right to tell them what they could or could not do. Others viewed necromancy and blood magic as important parts of their culture.

'Collective Magic Usage Pact'

This document completely bans several things including, necromancy, blood magic, chimera spells, magic in torture, demon summoning etc.

Several institutions were created with the signing of this document. A schooling system was set up to teach those with magical abilities how to use magic and what the laws on magic usage was, a research organization was created to study and learn new magic techniques that may be useful in society, and a organization meant to monitor magic usage and magic levels.
There are specific regulation on how to deal with rogue magic users, from how to capture, restrain them, and keep them from using their magic.
People with magic abilities have to be licensed and given a category of their magic ability.
