Garratt Howkin grew up in the city he still calls home, Kyath Ennore with his younger brother, Berolt Howkin. He always dreamt of growing up to become the mayor, to guide the town along the path to becoming more welcoming and diverse. With the help of Berolt, he did just that, and has been viscount for many years.

Employment

Garratt Howkin is the mayor and viscount in charge of Kyath Ennore. He is a well loved ruler, known personally by a great deal of the townfolk, and generally seen as a thoroughly positive influence on the city. He is largely responsible for Kyath Ennore's welcoming disposition to outsiders, having spent his life cultivating the jovial and friendly atmosphere throughout the city.
It is an open secret that while Garratt is the face of Kyath Ennore, the administration is all undertaken by the younger Berolt. The extent of this is debated, but it is generally accepted that the majority of decisions in ruling the city go through Berolt. One notable exception regards the guards' armour in Kyath Ennore. While Berolt wanted to commission them from Heat of the Moment, a well renowned blacksmith in town, Garratt overruled him. Now, the guards are armoured in overtly fancy, expensive, plate, scale and chain from Smelts of Roses.

Family Ties

Garratt Howkin is the older brother of Berolt Howkin, the brothers having lost their parents many years ago. While Garratt is a jovial, kind man, the younger Howkin is much colder and more studious. The older brother is mayor of Kyath Ennore in name, but it is a poorly kept secret that much of the work goes through his assistant, Berolt. This has caused some friction in their lives, with disagreements on how to govern being quite common. Ultimately, however, Garratt has the backing of the townsfolk, and Berolt can do little to change that.

Mannerisms

Garratt typically spends his days wandering the town, ingratiating himself with his townsfolk and personally greeting travellers. This has led to his well liked reputation, with very few in the city having any bad words to say about the man. He makes a habit of wearing common clothing despite his station and wealth, seeing himself as an equal to his subjects, and can often be found lending a hand around town, from market stalls to construction or even farm work.
