High Queen

High Queen is the title of the ruling monarch of Ellondoth. The High Queen is always female according to a tradition that has endured for over 10,000 years. Ellondoth is a confederation of several sovereign monarchies, and the Kings and Queens of those realms elect a new High Queen whenever the previous regent dies. The High Queen is the figurehead of the nation, meeting any and all foreign diplomats, but besides this She has absolute authority over nearly all aspects of governance.
But actually, all of this is a lie -- a lie carefully constructed and maintained through the ages by the high elves of Ellondoth.
The position of High Queen is a false front used to hide any and all knowledge of Ellondoth from other nations of the Heartlands. The position has always been held by an immortal sorceress called the Oracle, who has gone by numerous different aliases over the millenia in order to create the illusion that Ellondoth is ruled by mortal queens -- quite like any other matriarchal monarchy would be. In the guise of High Queen Amariel, the Oracle continues this great diplomatic deception to this day.
