King-as supreme ruler 15-tribal headman a five-member council of elders for a route village elder for an individual town

Public Agenda

To keep each route running devote resources to the routes that allow society to thrive to provide guidance to the villages along their route and to advise the king.

Assets

each family has wealth with the amount depending of the family. they sponsor caravans and may own orta directly. they also each own a family dwelling in the capitol and often one in the country.

History

Each tribe had a route through the desert when the first high king ascended he made each major family of the route a noble over the years different wells have moved changed hands or been created so that no one noble owns a full route. therefor a caravan takes an imprint of every well they stop at and pay once a year based on how many imprints they have. smaller travelers pay at each town they stop at.

Demography and Population

They own the wells and cisterns that make up the desert but land itself is considered gifted from the gods and not owned. the water routes are seen also as gifts from the gods. they do have large estates in the capital.

Foreign Relations

Contact with several unnamed surrounding lands which trade for mainly dried foods including grain but also any other nessisary non native supplies.

Agriculture & Industry

Related to all agriculture as they tax the people that use the wells towns may pay tax in either dried goods or money. sponser the creation of textiles as they offer caravans money to pay for exported goods if they don't sell well enough.

Trade & Transport

Caravans are directly linked to it because they tax the caravans coming through regulations on how much tax is allowed on a given route is controlled by the king so it's important for a family to have a good relationship with the king

Education

private tutors are the norm for the noble tribes.

Legislative Body
the king writes the laws but the tribal government sponsors and offers significant feedback but has no power to change in save for bribery. the local people elect a headman who serves both the village needs and to work with other towns and caravan headmen.
Judicial Body
small issues go before the town elder or the caravan leader larger issues go before the tribal leader issues between tribal leaders go to the king. major water issues are required to go before the king as are major foreign delelpments. biannual reports from every caravan group also go before the king.
