Windcaller Accord
An Accord of Gigantic Proportions
The Goliaths have long been a difficult people to get along with. Stubborn, strong, and immovable as the mountains they call home, the Windcaller Goliaths united together in the year 574 in a common defense pack. A small, central government was established. Over the centuries, the Windcaller Accord has kept to themselves, abstaining from the joint councils of the world in favor of isolation. The Union, the council that governs the kingdom, is made up of representative from each of the tribes. The role is separate from the respective Tribal Leaders that each region has, and serves as a balancing point to the more isolationistic members of the Tribes. The Union decides general policy within the Accord, and how to relate to kingdoms outside their own. Each policy must be ratified by a majority of the Tribes after the Union has passed, in order to ensure agreement among the entire structure.Stepping out of Islolation
The rediscovery of Markon and the death of the Mad King caused a stir in the internal politics of the Accord. The Union agreed to resume active diplomatic relationships with nations outside of their neighbors. Things changed even more after the events surrounding the kidnapping of Lord Vonron during the negotiations in 1001 AZ. A group of High Council members from Markon - including Queen Tormera, Chief Advisor Regbrek, and Battlemaster Hjalthran - returned with Junior Diplomat Uthal Skywatcher Anakalathi and met in private with the Union. Most of the conversations that took place remain shrouded in mystery, but the alliance that was born was greater than even the alliances made between Markon and Middoryn. Construction began on an airship dock on the highest and most sacred mountain of the Windcallers: From this point, pacts were made with numerous surrounding kingdoms. Aelerzodye, Somerly Bay, Middoryn, Ramil, the Autumn Woods, and Dramvel all established trade agreements. These agreements would be brought under question when the Veiled Alliance invaded Aelerzodye in 1005, with the Windcaller Accord re-evaluating the decisions made by the Union. Eventually, negotiations continued and a mutual defense pact was signed with Redmont, Middoryn, and the Tiefling border realm of Galgan.Cities
All of the major Windcaller cities have two main locations: the Upper (Eal) and the Lower (Hul). Only Goliaths are allowed in the Upper locations, but all are allowed in the Lower.- Hadar

Years of warfare have not been forgotten by the Windcaller Accord, despite Galgan being separate from the Empire for a thousand years. Windcaller and Galganian diplomats have made improvments, but struggles remain.
