Jarl

A Jarl controlles a territory of Tharves that is bestowed to them by the Crown Jarl which they report to. They are allowed to make their own rules in their cities, so towns that are controlled by different Jarls can have other rules and even judiciary systems or religions. The Crown Jarl is still able to take heavy influence on the different Jarls and is the only one that is able to appoint a new one.
