Government Structure:
Has a monarch type system, like the Roughlands, but there are a few notable families biding for power within Guilwick all biding for the empire's favor to ensure their power if nothing else. Sometimes when a ruling family member dies, another will take their place, while other times the other families bid for power and take over, usually by imperial decree. Makes things rocky within the families, and the empire, but the families use the empire's power to get what they want when they need it, and despise them for not doing so when they don't help. The empire tolerates this system so long as they have a say and can keep control over the ruling family, so they help the family they believe will be the most beneficial to the empire at the time either stay in power or reclaim it.
