Refuge
Refuge is a large, independent state in northern Moraea. Lying in the shadow of the Auroral uplands, it is one of the coldest regions of Aiaos. It was first settled by Goblinoids fleeing conscription to the Horde, then by waves of migrant pashak and Second Diaspora Orcs. Over time many goblonoid inhabitants travelled west, and the majority of the arc settler continued north to the newly established Auroral Diarchies, leaving a majority pashak population, including a large number of pashak mar, the robust pashak indigenous to the coast of the Sea of Fate.
This population was disrupted again by the vicissitudes of Titanic engineering when the great capital city of Titanis lost bouyancy and came down on the Auroral highlands. This violently displaced the orcs of the Diarchies, as well as the northern goliath sodalities and many goblins of the fiefdoms. An influx of refugees skewed the demographics, and today a majority population of orcs shares Refuge with pashak, goblins, goliaths, and an unusual concentration of oni, this last coming up from the Donar Wastes and congregating in defiance of their traditionally solitary lifestyle.
With this history, Refuge is a rare melting pot of lineages and cultures. While each culture has its own identity, the nation as a whole is known as a bastion of tolerance and democracy. Refuge is governed by an elected council called the Refuge Congress, headed by an executive triumvirate consisting of the Convenor, the Keeper and the Custodian, who share responsibility for overall policy while also overseeing government activity, internal and domestic policy, and foreign and military policy respectively.
Refuge is divided into seven administrative districts, called settlings, each governed by a settling congress from a capital town called a congregy. The settling congresses do not have their own Keeper or Custodian, instead adhering to the central triumvirate's policy, but are led by settling convenors who oversee their business.
While the triumvirate are elected by the settling congresses, settling convenors are usually the oldest and most experienced members of their assembly. In addition to guiding the congress, they are responsible for overseeing settling and national elections.
