    Since the late-7th century AC, Cytria has functioned as a theocratic monarchy, where the Trirada (tri-council) hold veto power over the sovereign (though only with a unanimous vote). The sovereign, however, has the right to nominate candidates for ascendence, as well as to veto any election that has won by less than 60%. This dynamic has led to emperors and empresses effectively stacking the council with Imperial sycophants, which has both eased and agitated frictions between the Church and the Crown.

Basilica of Saint Borna

 
T
owering on a natural citadel over the city, the basilica was built to honor the patron saint of Bornica, completed shortly after the First Conquest. Both the remains of Saint Borna and the Black Scrolls are housed within the temple complex, which serves as the center of power for the Holy Church of Bornica. The Basilica is the largest temple in the Praverian world and one of the earliest known examples of early-imperial
Cytrian architecture. Because the Crown funded the temple's construction, the Holy Church pays a tax to the state, giving the Crown both the limited power to keep the Church in check, as well as the responsibility of infrastructural upkeep. Rulers who have failed to maintain the structural and aesthetic dignity of the basilica have gone down in history as both incompetent and morally deprived.

Nobles of Bornica


There are currently nine noble families of Bornica. Though they do not rule over any lands or vassals to the Crown, the head of each family runs a city district and/or imperial function, wielding a great deal of direct power within their position. The following are the nine Noble Houses of Bornica, c. 977 AC:

Each noble family commands their own militia, which varies in size depending on the family's wealth, but is no larger than the Royal Guard without inciting a hefty tax. The combined forces of these militias and the Royal Guard constitute the resident army of the Capital. While families of non-human ancestry have recently risen to economic prominence within the city, the noble families of Bornica have all been and remain strictly human; so far.
