The City of Three
Desa'tor City is the crown jewel of the Dwem'vera Triumverate. The cultural and governmental center of the realm. The city itself is built within the mountain, and divided into seven districts. From the top down: the Tri-Peak, the High Tower, the Bureaucratic District, Kraz'dorad, Elenthendriel, the New City, and the Old City. Below the ground level of the mountain city is the area known as "The Pits". The Pits are the ancient subterranean Dwarven city remains that pre-date even the Old City. During the Long Freeze Duergar clawed their way up from the deep darkness, the city was under constant attack, and many generations spent their lives fighting the Duergar.
The Desa'tor Mages College stands in Elenthendriel. Some of the most well known magic practitioners have learned here, and it's library is vast. Originally founded by former members of the Ordo Magia, it has protected and aided the city. Putting in place certain arcane augmentations to help the city stand within the hollow mountain.
The Tri-Peak: This is the highest district, and is home to the Regent's Palace as well as the lookout towers at the very top of the mountain. The Regent's Palace is where the Executive Branch of government is stationed. The palace is a vast estate, mostly used as the Regent's seat of power. Within it is the throneroom, royal court, living quarters for the regent if needed, living space for visiting leaders or diplomats, gallerias, a museum, a ballroom, war room, and many others. The architecture of the palace itself is a combination of Elvish, Human, and Dwarvish looks. With the sturdiness of Dwarven architecture, beauty of Elvish architecture, and ambition of Human architecture.
The High Tower: This second highest district, the High Tower is the home to the richest of Dwem'vera society. Governors and senators make their homes here, along with any other very wealthy individuals with enough to be neighbors with royalty. The king has a second home here for any family or gatherings without the formality of the Regent's Palace. Each year the Clash of the Gods reenactment brings hundreds the the district to see the show.
The Bureaucratic District: This district is the home of the Senate and High Court. Its other buildings are used for embassies, meeting houses, business, and the trading market. There are also many parks, residential areas and statues filling the district. Other installations like museums and monuments dot this level.
Krazdorad: The industrial district is full of workshops, craftsmen's shops, Dwarven factories, huge forges, and other technological foundries. It also has residential living for workers and alike. Home of the Bronze Dragon Bar, named for an ancient hero.
Elenthendriel: A mostly residential district with many guild halls as well. The Mages College is also here, and has a large campus with a park that surrounds it.
New City: The New City is the ground level district and largest of them. It has a known criminal element, but is primarily a bustling cityscape full of markets, bars, houses, and much more.
Old City: This is a very old district. Ancient and storied, the site of many archeological digs, and where most of the fighting during the Long Freeze took place. it goes deep into the earth, and hundreds of tunnels and passages lead from it into unknown caverns and ancient catacombs or even dwellings.

The city of Desa'tor is designed like most when in regards to government structure. With a mayor and lower councils. Under the mayor-council system voters elect both a mayor and members of the city council.
