In the fifth meeting only two elders actually attended, Yu Xun and Cheyvyne. Cheyvyne as the host was already present anyway and Yu Xun was not too far away from Manchuria. All the other elders sent representatives as they could not be bothered to attend themselves. It was then decided that it was permissible to send representatives, but they would need the full ability to make decisions as the person they were representing. All the representatives attended the meeting, but no decisions were made as the representatives were not sure if they had this privilege.
  This meeting took place in northern Korea as it was hosted by Cheyvyne.
