Uharuka, literally: 'the evil men of Ka'anacik'. Is the name of the organisation that controls the captital city of Keadin

History

When the humans arrived: the Haru. They brought seeds and taught the dwarves how to cultivate them. In turn, the dwarves taught them stoneworking, metallurgy and sailing. Dwarves and humans lived together for a while but the deeply imbedded culture of sharing and selflessness wasn't shared by the humans. They wanted to own their own land, their own things, and only trade if it benefited them. They saw the naivety of the dwarves and took advantage of it. They started stealing.   The dwarves in turn branded these humans and exiled them. The humans settled in small villages on the plains of Unem, on Naash, on the western islands and some even fled to Illinor. They started raiding trade caravans and ships. Stealing from settlements. and with that, the seeds of greed and warfare were planted. These raiding parties were called Uharuka ('evil humans of Ka'anacik').   The Dîn shut themselves off from all contact, retreating behind the mountains to Dûn. Focussing only on internal affairs. Meanwhile, the dwarves on Aachor maintained trade relationships with those on Unem and Naash, but they started taking more and more losses. They began arming any travelers with weapons to fight off the raiding Uharuka. Some of the dwarves even joined the humans.   After many years of little interaction except occasional raids, the humans had grown in numbers. Some took up life as farmers, and started trading with the dwarves. But some fashioned weapons for themselves, and plotted their attack. They surprised the dwarves and captured Keadin. The city had not been built with warfare in mind, the only protection it had ever needed was against the elements and wild animals. Many dwarves died and the rest fled over the sea back to their clans. The humans started building defences around the city. The Dîn and Kádi dwarves banded together to launch a counterattack, which proved unsuccessful. Any new battles proved to be unsuccessful and both sides couldn't afford the heavy losses. So borders were drawn. The Uharuka would take control over all of Unem up to the Kiridûn mountains. The Dîn would hold control over Dûn. And the Kádi would remain the rulers over Aachor. An uneasy peace followed.   Not all of the humans were of the same mind, and some fled to live with the dwarves on Aachor. They allowed them to live on the continent, but were not allowed inside the dwarven towns and were constantly viewed with suspicion. Many decided to settle in Naash, some even fled to Illinor. A long, slow process of rebuilding trust between the humans and the dwarves began. First it was just trade, then slowly relations became a bit better again. The dwarves really wanted to go to Keadin again, so they sent scouts and diplomats.   Meanwhile, the Uharuka had captured the capital, and were granted control over all of Unem. However, not all humans were united under one rule yet. Many small villages had had no dealings with the Uharuka. And where some moved to Aachor, Naash and Illinor. Some stayed and pledged their allegiance to the Uharuka. Some did not. Inside the captial the Uharuka consisted of about 200 people. Made up of different tribes united under the leadership of Ka'anacik. Ka'anacik was cunning, and knew others would want to depose him. So he had been working to win over enough influencal people of all the different tribes, promising them

Territories

Keadin was founded by the Kádi and the Dîn dwarves. The Uharuka conquered Keadin forcefully and thus are not seen as legitimate owners by the Dwarves. However, they have agreed to a peace deal giving The Uharuka control of the capital city of Keadin, and all of Unem up to the Kiridin mountains. However, the organization is small, and Unem is large subcontinent so not all who live there are effectively controlled by the Uharuka. The villages located close to Keadin do pay tribute to the Uharuka.
