When the Terrans first jumped into the Tau Cerberi system, they were left with little in the way of knowledge, power, supplies, and a place to call a home. Whilst the first crews of the Hercules V and other ships that followed acted as a middle ground between the Osiryx Federation and HQ back in the Milky Way, the Terrans sought to organise and oversee their own people rather than let the Federation take over.

Though it took years, eventually the Federation agreed to allow the Terrans to create a corporation that would - in the first instance - uphold the Terran laws and codes of conduct in Tau Cerberi. This agreement came with clauses, of course. The Federation still required that Terrans found to be in breach of Federation laws or practices would fall under the Federation's remit and be subject to any punishment the Federation would serve.

Structure

Council

The council of Terra Novus is a collection of twenty two individuals who oversee all things to do with Terrans whilst they are in the Osiron galaxy sector. These individuals are voted into their seats every 3 years and cannot hold a seat for more than five terms, regardless of whether they have had a break in between their each of their terms, or if they have sat five consecutive terms.

Their main role is to govern the Terrans in Osiron. They make the rules and regulations, just as a government back on Earth would. They also oversee each of the sectors within Terra Novus.

Sectors

Beyond the council, Terra Novus is divided into seperate sectors, each with their own heads appointed by the members of the council during an official vote. Each sector relates to a certain aspect of Terran life in Osiron. Overlap and inter-sector communications are common between those with similar goals or interests.

Law and Enforcement

This sector covers the laws that govern Terrans during their time in Osiron and how these laws are enforced. It also acts as an umbrella sector for the terran spacefleet as, under the terms and conditions laid out by the Osiryx Federation, they were not allowed to form a sector based on military pursuits. Therefore, any spacefleet officers and cadets also act as officers of Terran law and are subject to some of the same standards that an officer of the law would be.

The following is a list of divisions that fall under the Law and Enforcement sector:

  • Terra Novus Police Service (LE-TNPS)
  • Criminal Investigation Unit (LE-CIU)
  • Terra Novus Security Unit (LE-TNSU)
  • The Cerberus Fleet (LE-CF)
  • Novus Justice Division (LE-NJD)
  • Relay Control Force (LE-RCF)

Each of the divisions above are further split into relevant and appropriate departments.

Research and Development

The broadest sector in Terra Novus which has relations with all other sectors. It's research includes, but is not limited to:

  • plant and animal life
  • weaponry and armour
  • spacecraft design and technology
  • terraforming
  • mining, farming and other activities that involve working with various planet minerals
  • planetary systems and galactic travel
  • support for basic Terran needs (e.g. oxygen tanks, masks and spacesuits for travel to unsafe locations)

It's development projects can be related to any of the above research aspects (or to those research aspects not listed) and are prioritised by the heads of the sector in regards to necessity, advancement, and often personal interest or gain.There are two Senior Heads of Staff - the Senior Head of Research and the Senior Head of Development. Both of these members of staff oversee their related part of the sector and have the ability to appoint Heads of Departments as they see fit.

Under the Senior Head of Research, there are the following: the Head of Planetary Science (R-PS), the Head of Galactic Space Travel (R-GST), the Head of Technological Advancement (R-TA), the Head of Resource and Agriculture (R-RA), and the Head of Lifeform Study (R-LS).

Under the Senior Head of Development, there are the following: the Head of Spacecraft Development (D-SD), the Head of Enforcement Technology (D-ET), the Head of Support Technology (D-ST), and the Head of Acquisitions Development (D-AD).

History

Founded in 5317 UGY, it marked the dawn of a new age for Terrans, as well as starting the dismantling of the Intergalactic Terran Initiative. Though the ITI had served Terrans well, they knew that they required an entirely new, Osiron based organisation to guide the development of Terrans within Osiron. The ITI being stationed on Terra would only hold them back.

It took time to see the organisation come into fruition. Initially, Terra Novus was led by a couple of generals and a few high up members from the ITI that had arrived with the second set of relay jumpers. This proved to be a futile endeavour. The generals were too focused on trying to improve their weaponry and standards of their employees, gearing up to face some unknown and nonexistent threat, whilst the ITI were too focused on expansion across multiple galaxies.

Here, Mabel Ziegler would step in 20 years later, advocating for a proper council to act as the voice and will of the Tau-Terrans. Two years was all it took to convince the generals and the ITI that this was the best course of action and so the first TN Council Election would be held in 5339 UGY.

With a steady hand to guide the way, the Council would implement different sectors into the very foundations of Terra Novus. Each sector would have its own focus, its own funding, and its own team of dedicated employees, though the underlying tagline would remain the same: 'everything we do or create, we do so to improve the lives of every Terran living in Osiron'.
