A relatively recent transfer to the Highmoon Precinct in The Works, Captain Grim-Lyrics-of-the-Wind is a figure wreathed in infamy. His career in the City Watch began when his once esteemed house fell out of favor in the upper echelons of Aelfir society. He has turned the resentment of his fall from grace into fuel for campaigns of cruelty that stand out even among the Aelfir. He quickly made a name for himself as someone particularly gifted in breaking the spirits of the Drow people. Has spent time in many precincts around the city, generally being moved wherever the Council saw unrest that needed to be tamped down.
When the city-wide criminalization of malak was put into law, the throngs of weary workers in The Works had had enough. One of the few comforts they had available to them was ripped away, to say nothing of the cultural importance of the drug. Protests erupted in factory yards and in the streets. Production halted throughout the district, and everyone could smell revolt in the air. Then Lieutenant Grim-Lyrics-of-the-Wind arrived at Highmoon Precinct with blood in his eyes, heralded by the thunder of gunfire. He zealously led crackdowns on striking workers, making public spectacles of his savagery. The Fulcrum Yard Massacre, an atrocity he helmed, both ended the Drow uprising in The Works, and cemented the name Grim-Lyrics-of-the-Wind in cautionary tales for generations to come. The Drow went back to work, Grim-Lyrics-of-the-Wind got a promotion, and he has remained in his post at Highmoon Precinct since.
