The Ako {Unity} Pact

The Ako Pact represents the political alliance between the satrapies of Narapus and Valpalal. As the two geographically smallest satrapies on Yura and, arguably, weakest satrapies, Narapus and Valpalal are constantly threatened by both expansionist neighbors and the fear of political marginalization. Thus, to preserve their independence the two satrapies jointly vote either for or against resolutions on The Imperial High Council. As many of the Council's decisions require unanimous consent the pact presents the two weaker satrapies with a way to block any resolution they feel threatens their influence. (In technical terms Eastern Lilira is the smallest Satrapy but due to its position as home to the Imperial Mint its power is disproportionate for its size.)

Structure

The Ako Unity pact has a very simplistic structure, as it functions more as an informal contract than a true organization. The voting positions before the council are negotiated between the two Satraps through their Satrapal Ambassadors and once agreement is reached both parties are expected to vote the same way.

Public Agenda

The Ako Pact has no public agenda short of ensuring the signatories are not dominated or bullied by the stronger Satrapies.

Assets

The Ako Pact has no official assets but, as it controls the collective votes of two satraps, has the ability to stymie or prevent any unanimous vote by The Imperial High Council.

History

The theorteical groundwork for the Ako Pact was laid following the Second White~Black Succession. This conflict saw the plurality of deaths, both civilian and military, suffered by the smaller Satrapies of Narapus and Valpalal (revealing their vulnerability). The official groundwork was established during the Fourth White~Black Succession, when Narapus and Valpalal, in a rare gesture of solidarity between the two former enemies, claimed neutrality, stating that an attack against one was an attack against both. Finally, following the conclusion of the Fifth White~Black Succession both sides formalized the agreement into a signed document, with special ambassadors assigned to enforce the treaty.
