Prime Arcanist

Prime Arcanist is the title given to seven individuals who jointly rule Tondo Talestro, an isolated city in the Shattered Isles.
The appointment of a kinvar to the seat is a convoluted process, based both on insider recommendations, an individual's personal specialization in the city's functioning, and a public vote of confidence.
The current election process is still being refined and improved after a series of three "queens" disrupted the previous standards for the seven Prime Arcanists.

History

The city of Tondo Talestro was founded shortly after the Shattering, over ten thousand years ago, by a group led by the united heads-of-family of half a dozen lun'Aeldvaren clans. Once those defacto leaders began to discuss retirement, the city had stabilized and begun to flourish, and they were understandably highly selective about the prospect of their replacements.
Rather than risk favoritism amongst their family lines by appointing a single leader, the leaders decided to create a council of seven individuals to jointly oversee and serve the city and its people. Each of the primary six bloodlines would have a representative, and the rest of the people--perhaps a quarter of the population, all told--could elect a seventh representative to speak on their behalf. Most importantly, in order to avoid potential personality conflicts, the seventh representation of the people would be a tie-breaker in instances that the other six were split on a choice. Otherwise equal in title and power, the tie-breaker was always to be First Chair, with the others numbering two to seven.
These seven individuals were granted the title Prime Arcanist, for no leader could properly serve the people if they did not also understand and command magic.
After several generations of successful Prime Arcanists, geneaologists caused a stir when they pointed out that the original family lines were now so intermixed that the appointment of six of the seven chairs no longer made logical sense.
In an unprecedented agreement that later generations would be hard-pressed to understand, the then-council elected a singular ruler from the candidates they would have considered for First Chair. This began a reign of three successive kinvari who took titles of nobility, including Queen, for their solo rule.
After the third queen's reign was forcefully ended in the wake of her tyranny, the council of seven Prime Arcanists was reestablished as the city's government. Each chair was now linked to a specific district of the city, responsible for serving its people and its needs; the First Chair was once again reserved for an unaffiliated tie-breaker.
