Uirsgeulean Trade Commission

The Uirsgeulean Trade Commission is the main monetary force in Uirsgeul, being the government sanctioned guild overseeing all trade in Uirsgeul. Being that they occupy such a profoundly powerful seat in Uirsgeul, the money brought in for the aristocracy by the Commission is unparalleled.
Though there are many businesses that are not under the umbrella of the Commission - they are technically merchants first, government employees second - making money in Uirsgeul without the blessing of the Commission is effectively impossible, as the Commission's connections to the government give them the financial backing of the aristocracy, as well as the capital that is afforded by the aristocracy. Furthermore, angering the Commission can place a merchant in a world of hurt, as, though they do need legitimate reason, the Commission is capable of revoking the right to work as a vendor in Uirsgeul.
In order to join the Trade Commission, there is a long vetting process. After all, they don't want to let just anyone have access to all that they can offer. This vetting process has numerous steps, some of which get repeated, and it can take years on the longest side of things.
The first step is an appraisal of the business the individual in question owns. If said business is successful and shows a pattern of growth and - more importantly - stability, then they will be considered for entry. This appraisal is carried out by multiple Bursars, all digging into the deepest recesses of the books. If there are discrepancies, the candidate is eliminated. This is supposed to be an investigation of the candidate's efficacy, and thus their ability to function as a metric and overseer of other businesses in Uirsgeul, but it generally results in simple bullying on the part of larger and more successful businesses (whether by their own merit or not).
After that comes the evaluation of capital. The candidate's value as a business owner is one thing, but there is also the question of what they bring to the table. What benefit is there for the Trade Commission if they add the candidate to their membership? The commission is a conglomerate of merchants, so they want to know that the granting of their title will come with a benefit to them - simple exchange economics.
Third is the character investigation. The Commission wants to ensure that they are bringing in people of good repute. Reputation is the biggest seller, so the Commission wants to make certain that they aren't bringing on names that will tarnish their image. There is also the matter of granting people access to their resources, which, if in the wrong hands, could be devastating to more than even just the Trade Commission, but Uirsgeul as a whole.
