Enguwyi: Keyrit's Star Collectors
Structure
The Enguwyi has three tiers: the national, the provincial, and the local. There is intentionally no specific procedure for collecting tax. Instead, the national headquarters collects census information from the Department of Information Gathering, then makes monetary demands from each of the provincial branches proportionate to the population in the region. The provincial branches make similar demands to the local branches, and each local branch forms a taxation policy regarding brackets and collection methods. Local branches typically have a dozen or two social workers. To avoid predatory practices, these policies are often regulated on the provincial and national level, some branches more than others. Inspectors are sent from the national and provincial branches to ensure that corruption does not run rampant. Further, there is often competition between the local branches, as the well-to-do of one locality moves to another for lighter tax burdens.
History
Eryai Retwerai and the surrounding city-states originally didn't have official monetary collection systems. Cities (and their respective governments) were often small enough to run on a voluntary, or a seizure, basis. As the factions of Keyrit escalated into all-out war, the newly-formed standing armies demanded more efficient means of taxation. Still, the government at the time wasn't large enough to support that system. The king of Eryai Retwerai gathered his aides-de-camp and made "money bounties." Essentially, they would use the authority of the king to collect money from the people. They would present the full sum to the king, and the king would award them with land and titles for whatever money they provided. Each captain had his own tactic, but they all brought (what the records say was) "great sums of wealth," such that the king never had to ask for money again.
Still, a one-time payment is no way to keep a government running. What's more, the standing army was not abandoned but rather converted into garrisons for the occupied cities. They needed supplies and maintenance, and those required funding. Still, the laissez-faire mindset of the government with regards to taxation persisted through its various installments. When Keyrit adopted the wyi model of currency from Wlitowa, the department officially became the Enguwyi.
