Phalanx {Mainland}

Created by Osmyr to act as his personal secret ops group on the Mainland in addition to their personal guard services. Phalanx is managed by The Triumvirate Court, a court comprised of the numerous Triumvirates that each run their own Phalanx operation within their district, with Osmyr acting as the permanent High King. When the organization was first started it was intended to catch any Kelestian's caught breaking their law and would send them back to Kelestia or detain them on The Mainland for experimentation and etheric practices. Slowly they would become the casting community's secret police force with infinite jurisdiction. The mid-40s through '53 as their first golden age, but '55 would mark Osmyr's defeat in the Champion War and his loss of unrestricted political power, he would reduce the organization and repurpose it to a human research organization trying to find the next breakthrough in champions, this too would not come without a cost, Osmyr would agree to surrender all equipment and information in regards to his budding new creation, Agents, over to Panoply, this would allow her to keep a blind eye in regard to Osmyr's activities regarding the Champions. The 60s & 70s would mark a strong rebound with the organization when those loyal to Osmyr would migrate to the mainland and join Phalanx giving them the surge in numbers to reach and supersede the early golden era. Soon Osmyr's attention would shift, with the Frontier project looking near completion Osmyr would push his followers to gather new ground for him, claiming Phalanx had enough support for now. '78 the Frontier Wars would begin causing another drought of support for Phalanx, they would resort to using prisoners to create loyal Mk.II champions as Osmyr became consumed with the war the financial support of Phalanx would wane as well. After the war the population of Kelestian immigrants would explode, marking the success of Phyra's social programs. But the success of the Frontier program would start the irreversible drain in the number of Phalanx operatives. The 80s would mark the noticeable weakening of Phalanx's iron grip, it became harder to assign the necessary resources to act as a global force with Osmyr still wanting Golden Era results. Though his attention during the latter half of the decade would drift to overseeing the development for a Champion Mk.V to be created to help assist in all future actions. During the 90s Phalanx would use its already established reputation to cover up its diminishing troop numbers, combined with increased resistance from DemiHumans and the Flash War at the end of the decade, Phalanx was in desperate need of some sort of assistance. Their "prayers" would be answered with the early 00s success of the Mk.V Champion project only for them to be dashed into the ground with the eruption of the Second Frontier War, by the end of the war only a skeleton crew remained at Phalanx, Osmyr had done all he could in terms of giving aid without being discovered by Panoply. This would push each member of the Triumvirate Court into seeking outside help, or banding together to form big cells, over time, each in a bitter struggle to get their agendas pushed through in a system that was never meant to run without a leader marking the slow death of the organization. The mid 00's and 10's would see an era of corruption and mismanagement plague Phalanx, their problems would snowball into numerous losses to Pandora Society and an increase of crime in the casting community that would bleed into mortal society as their power slipped. By the 20s, the whole organization was balanced on a pinhead, a semi-open secret among the court, but they had always carried on to present a perfect face for the rest of Phalanx. The reduction of fresh troops, the inability to send those who were tired or sick home, and most importantly cutbacks on pay, lead to growing dissatisfaction among operators and crew. The number of members leaving the organization began to increase, some were recruited by Panoply, some would become totally dejected after the death of Osmyr and attempt to settle into human life, while others would fall into the criminal underground of the casting society and put their training to good use.

Structure

  1. Osmyr- The High King of Phalanx. He has a final say on all operations regarding Phalanx activities.
  2. The Triumvirate Court- The appointed, by Osmyr, leaders of Phalanx that are more involved in the day to day operations of the organization. They have some level of autonomy over the organization's actions but large scale projects need approval from Osmyr. Each member is given a Champion as their emissary & operator, throughout history this was often a ceremonial role held by a decorated veteran. This custom was suddenly changed when the Mk.V's were introduced retiring the current guard, though some Triumvirates would retain their old guards. The Champions have a vote on the high council where their vote is equal to a General's vote.
  3. Generals- Appointed by the High Officers, Generals are the representatives of the Officers and Soldiers on the high council.

  5. Officers-Graduates of the Officer Training Program in the Phalanx Mainland Academy. It's a grueling physical and mental training program spread over a ten-year course. With the loss of Osmyr's support so to did they lose the support of the Academy, drastically limiting the number of Officers they had.
  6. Warriors- The various soldiers deployed to the mainland. After the rise of Panoply, many soldiers complied with their reassignment, but there were some who defected and stayed behind.
  7. Operators- Independent Contractors are contracted for a length of time to work exclusively for Phalanx under their rules. Phalanx was said to pay handsomely under Osmyr's direct control.

Culture

The culture of Phalanx was always rooted in Osmyr like values, with the Triumvirate Court hand-picked by him alone, and them being life appointments, his beliefs have run the organization from the top down since its inception.

Assets

Until his removal from direct power, Osmyr kept a steady flow of resources into the group. As his support dried up the organization had to essentially "pillage the land". By 2020, they had little money and troops, the constant advantage they maintained was training, and their 'outdated' alchemical technology. Certain operators, (High)Officers or the Mk.V's would

Serve with higher purpose.
