The Arrival of Morthos Dread
After weeks had passed with nobody arrested for the murder of Arthur Landelline, the former sheriff was ousted and arrested, and replaced with a more vicious tiefling named Morthos Dread. Dread has clamped down on perceived traitors and criminals with an iron fist, but has not managed to reduce the overall burden of bandits and thievery that plague the plains. Civilians believe things have only gotten worse with Dread's arrival, but dissent is quiet, spoken softly in the dim glow of a fading tavern fire. Most fear Morthos and his tendency to arrest for trumped-up charges, while his soldiers are known for their cruelty and ruthlessness in accomplishing whatever task is given to them. The Goldtown Settlement Authority is an extension of the military of the Fountain Dominion, the empire to the east of the Lightpoint Lands. The Fountain Dominion has tried for centuries to maintain settlements within the Lightpoint Lands, most often finding failure in their attempts. The GSA is the latest authority overseeing this operation.
As of late, the GSA have found themselves without the support of the Dominion, which has plunged into an era of civil strife under the rule of military dictator Severian the High Sentinel. Bandits and outlaws have taken advantage, while monsters and other foul creatures continue to befuddle settlements. Amidst all this, the settlements have seen an influx of refugees as displaced citizens of the Dominion flee west.
Nevertheless, the GSA's mission has remained unchanged: protect the settlers of the Fountain Dominion and bring law and order to the Lightpoint Lands. Members of the GSA execute their duties with integrity and honor, and are rewarded for their service to the laws of the Fountain Dominion with monthly boons, guaranteed bed and board at any Dominion settlement, and other perks.
