The People Of Earth

A distributed direct democracy bound by the Earth Constitution, established at the conclusion of The Liberation. All people of the earth are considered citizens by default, and participate in decision making at hyperlocal, local, regional, continental, and global scales. For instance, a proposal to paint the crosswalks in a rainbow at an intersection on your street would be a hyperlocal decision, and only people who live on the intersecting streets would vote on it. A proposal to build a hyperloop route between hong kong and moscow would be a continental level decision, but also the specifics of where track gets built may be decided in regional, local, and hyperlocal levels. Most non-urgent decisions solicit input and discussion for 10 days, at the end of which all affected citizens have 24 hours to cast their votes on a ranked choice ballot. It is expected that all citizens vote and stay informed. If you do not vote, it is customary to publish an explanation of your decision. Voting is easy and secure, and can be done on any connected device at any time. There are no punative measures in place for people who fail to participate, but cultural expectations, and the rapid visible impact of the decisions keep voter turnout consistently above 98%, with total non-participation (not even an explanation) less than 0.1%.
