Horace Quillwright
Horace Quillwright was the patriarch of House Quillwright and the controlling force behind the Waterdeep Wazoo. Through acquisition, intimidation, and influence, he established a complete monopoly on news in Waterdeep. He controlled which stories were told, which were buried, and how public perception was shaped. His manipulation of information served personal, political, and possibly infernal goals.
The party discovered that Horace had been working closely with High Harper Erasmus Kallor, unaware that he was in fact, as of yet inexplicably, his sacrificed son Quentin, now an infernal doppelganger. The party learned directly from Erasmus that Horace had made a pact and had killed Quentin as part of it.
Horace used a strange artifact known as the Obsidian Quill to write his stories. The Quill granted him power and influence but fed on his soul over time. He was eventually found dead at his desk, the quill still in his grasp. His fingers were marked with black veins, and his final writing had become erratic and broken. The City Watch initially opened an investigation, but it was abruptly handed over to the Harpers, who quickly closed the case and claimed natural causes.
