Portland

Portland covers the southeast region of the Main Continent. It was expanded out from the old Fourth Age settlement of Port Town (which is now Janstown until Dalland and Gothiland clarified their borders with a few judicious skirmishes and subsequent political treaties. It is ruled by the Bloodcoat monarchy, descended from Lord Governor Captain Jan Bloodcoat, a most noble and righteous sea captain, friend of the Heroes, and scourge of all pirates everywhere. King Sean is the current ruler on the throne. It has a vastly multicultural population.

Laws

Portland holds to the Four Accords.  In addition, all humanoid corpses are burned and any livestock are butchered immediately, punishable by a period of community service or indentured servitude. If a failure to burn results in anyone's death by undead, the ones responsible may be tried for violating the First Accord. 

The creation of basements, cellars, bunkers, or any digging beyond 4 feet is punishable in a similar manner.

Economy

In Portland, gold coins are still the standard and PHB prices are normal. Land is granted to Lords and Ladies by the throne. Businesses can be owned by citizens. Trade is regulated by the Royal Trade Commission, and registered businesses pay sales taxes.
