The Council of Tides

Overview   The Council of Tides serves as the governing body of the Indred Island Coalition, ensuring cooperation between the three autonomous factions: Bathur, Phantom Port, and Indred. While each faction governs itself independently, the Council acts as a mediator and representative force, particularly when dealing with external threats, trade negotiations, and diplomatic relations with the Al-Muru Daxin Contingent.   The Council convenes annually in a rotating location among the three island settlements, though emergency gatherings may be called when necessary. Despite their differences, the members of the Council recognize the necessity of a united front against external pressures, including the Vorr’Khal Sultanate, rogue pirates, and internal unrest.   Founders & Current Members   Founders (Circa 279 AEL)   Lord-Admiral Castian Vale (Indred’s first leader and orchestrator of the Coalition)   Captain Veyna "Bloodwake" Malren (Pirate-Queen of Phantom Port at the time)   High Chieftain Raelor Deepborn (Spiritual leader of Bathur, responsible for negotiating their inclusion)   Current Council Members (474 AEL)   Lord-Admiral Castian Vale (Indred Representative)   Captain Aris "The Unseen" Voss (Phantom Port Representative)   High Chieftain Kaelro of the Deep (Bathur Representative)   Each member is equal in status and must reach unanimous agreement on any major decisions affecting the Coalition.   Legislative, Judicial, and Executive Bodies     Legislative   The Council of Tides acts as the highest legislative body, but each settlement has its own local governance.   All major policy changes affecting multiple settlements must be agreed upon unanimously.   Judicial   Local Laws – Each settlement has its own courts and enforcement bodies.   Coalition Courts – A neutral council of judges from all three factions handles disputes between settlements.   Executive   Each settlement’s leader acts as the executive power within their own domain.   The Council only intervenes in matters of inter-settlement conflict or external threats.   Conclusion   The Council of Tides embodies the fragile but resilient unity of the Indred Island Coalition. While Bathur, Phantom Port, and Indred each govern themselves, they recognize the necessity of diplomatic coordination and mutual protection. Though their alliance is often strained, the Council ensures that their shared interests outweigh their rivalries, allowing them to thrive as a maritime powerhouse free from foreign rule.

Structure

Tri-Leader Model – The three primary rulers of Bathur, Phantom Port, and Indred form the Council.   Rotating Summit – The Council convenes once per year in Bathur, Phantom Port, or Indred.   Emergency Summons – If a crisis arises, any leader can call an emergency gathering with a majority agreement from the other two.   Advisory Representatives – While only the three leaders have a vote, advisors from each faction may be present.

Public Agenda

Maintain autonomy from foreign powers (especially the Sultanate and the Principality of Varyon).   Control naval trade routes and uphold their position as a maritime power.   Ensure internal stability by mediating disputes between the three factions.   Enforce the Coalition’s Basic Laws to prevent internal conflicts from escalating.   Support privateering efforts and ensure that piracy remains profitable without destabilizing the Coalition.

Assets

The Tideborn Armada – A collection of ships contributed by each settlement for the defense of Coalition waters.   Fortress Docks of Indred – A heavily fortified naval port capable of dry-docking even the largest vessels.   Hidden Coves of Phantom Port – A network of pirate strongholds used for smuggling and covert operations.   The Shrouded Garrison – Bathur’s coastal watchtowers and naval skirmishers, keeping raiders at bay.   Alchemical Farms & Herb Reserves – Vital swamp-grown resources from Bathur, highly valuable in trade.

History

Formation (257-279 AEL)   Indred declares independence from the Principality of Varyon.   Phantom Port allies with Indred to oppose Varyon rule and Sultanate encroachment.   Bathur joins after negotiations, solidifying the Coalition’s control over the Indred Archipelago.   Recognition & Expansion (359 AEL)   The Al-Muru Daxin Contingent formally recognizes the Coalition as a sovereign power.   Smuggling and trade networks flourish, further entrenching their economic significance.   Recent Events (469-474 AEL)   Increased naval patrols from the Sultanate force the Coalition to strengthen its defenses.   The Council brokers a deal with the Black Council of Reaper’s Port, fostering new trade agreements.

Laws

Despite their differences, the three factions have agreed upon a core set of laws to ensure internal stability.   Right to Autonomy – No faction may attempt to subjugate, control, or absorb another faction within the Coalition.   Freedom of Trade – Trade between settlements is unrestricted, though tariffs may be imposed on foreign imports.   Maritime Sovereignty – Coalition waters belong solely to the Indred Island Coalition, and unauthorized naval forces may be repelled by force.   Privateering Over Piracy – Raiding foreign vessels is sanctioned, but direct piracy against fellow Coalition members is prohibited.   Mutual Defense Pact – If any settlement comes under attack from external forces, the other two must respond in defense.   Smuggling & Contraband Laws – Smuggling is tolerated only when it does not bring undue external attention.   The Corsair’s Code – Pirates and privateers operating within the Coalition must abide by an agreed-upon honor code, including fair division of loot and non-hostility toward allied ships.   Neutral Dispute Resolution – Inter-settlement disputes must be settled via negotiation or trial by combat, rather than open war.   Respect for Tradition – Bathur’s spiritual sites, Indred’s naval treaties, and Phantom Port’s corsair customs are protected from outside interference.   Annual Gathering Mandate – The Council must convene once per year, regardless of external pressures.
