Penglai

Penglai (蓬萊) was one of the more recent human colonies established in Vesperia, and the second on the western coast. It's also the only one that maintains close ties with its mother country, Cathay. Penglai is an outer province of the Cathayan Empire, rather than an independent state, so it uses the Cathayan flag and is governed by an appointed Viceroy.

Structure

Cathay is unusual in that, similar to the old Ionian Draconic Dominions, they are led by dragons. But unlike the Dominions, which were largely run by chromatic dragons, the metallic dragons of Cathay are generally benevolent. The Golden Emperor (a gold dragon) is only the fifth of his line, and is regarded as a wise and generous ruler. The various other metallics beneath him, who fill out other high government positions, strive to be like him.
Penglai itself is governed by a Viceroy, in this case the bronze dragon Qing Mingzhu.

Territories

In theory, the territory of Penglai is defined as stretching from the west coast to the edge of the Dragonspire Mountains, and from the Chiwen River in the north to the Seastar Bay and Okarthel River in the south.
The northern part of the province is mostly temperate rainforest, edging into subarctic prairie and woodlands near the border. In the south, it transitions to the towering redwoods of Tiantalou Forest (literally "Towers of Heaven"), then to mixed forest and finally the arid grasslands of the south.

Religion

As with the rest of Cathay, the people of Penglai hold Bahamut (who they call Baijinlong (白金龍)) as their patron.
