The Black Hand
The Black Hand is a loose conglomeration of criminal organizations that mainly operate within Anglonia Proper with a minor presence in both Northern Anglonia and the Sand Sea. They break up territories each led by a councilor. Each councilor communicates with one another and they have gang leaders and mob bosses below them who they organize and use to pool resources.

A loose conglomeration of criminal organizations that are at peace with one another. They divide their territory up and any underling mom bosses and gang leaders are in direct communication with a council member who organizes operations and pools resources.
