Elune'eth: Before The Lightfall

The original peoples of Elune'eth before the Lightfall cataclysm were the Lycanthrope, beginning their civilization with a hunter-gatherer society and gradually transitioning to agriculture and pasteurization before the cataclysm. Upon the cataclysm, it was quickly found that hereditary Lycans were unaffected by the lightfall, but Lycans affiliated by other means were not as fortunate to withstand the lack of sun. Now, the Lycans left in Elune'eth are almost exclusively hereditary.
In Lycan form, lycanthropes and those with hereditary lycanthropy can withstand the darkness without the dimming of the soul. While in humanoid form, Lycans are afflicted if not in the presence of light. Lycanthropes affected through the curse are not immune to the darkness in Lycan form.

After The Lightfall

Currently, the settlement is sustained by an artificial light, similar to that present in larger cities, produced by rogue arcanists from Eo’ Wissae called the Light Watch. Agricultural workers tend to the fields, pastures, and orchards in the middle of the settlement. While the technology is mostly magic-based, the core light is extremely well-maintained and constantly monitored. The rest of Elune'eth is surrounded by torches and other light mechanisms, kept intact by the Lightwatch.
Elune'eth is a commune-type settlement. In the relatively recent years of her governance, The Governess intended that all citizens, regardless of origin, are treated according to their needs. The Governess, after a relatively enlightening experience with the needy peoples of Stahlrest, decided to allow refugees in Elune'eth after seeing the jarring experience that Stalhrest had left on the less fortunate.
Before this development, Elune'eth was a rather militarized settlement that had only the interests of its own people in mind. After the death of Ashina’s parents in a conflict, Ashina met her Left Hand, Ja’e Rusascient. Ja’e had not been appreciative of the class disparities in Eo’ Wissae, despite being a very intelligent Arcanist categorized as a Bright. In the face of this issue, Ja’e had left Eo’ Wissae with a small group of fellow arcanists and the less fortunate, Dims. In the following years, Elune’eth had met her Right Hand before deciding to visit Stahlrest under a guise. This is where Ashina changed her policy and began to house criminals, outcasts, and the less fortunate within Elune’eth.

Government

The government is structured in the way that it has one Governess and her Right and Left hand. In the past, the lineage was based on inheritance, but in current times the Governess has converted to governing elections every 10 years in which the community continously favors Governess Ashina.
The Governess is known as Ashina Ly’all Ilphelhir. As an original descendent of the inhabitants of Elune'eth, her mother and father were Lycanthropes before her. Her ruling style is aimed towards benefitting and supporting the people of Elune'eth. She is seen as a very motherly figure, and is often referred to as “Ashina, The Mother of Elune'eth.” Despite being a relatively younger Lycanthrope, Ashina has dealt with many conflicts throughout her time as the Governess and is credited as being a nurturing force for her people.
Serving as Ashina’s Left Hand, Ja'e Ruascient, originating as a gifted High Elf from Eo’ Wissae, is the leader of the Lightwatch and a very important technological figure in Elune'eth. While technology has never been the biggest focus for the Governess, Ja’e’s job is rooted in keeping up with the artificial light and making sure the population is sustained and safe when it comes to warding off darkness.
Ashina’s Right Hand, Kralis Zephyr, is an air Genasi originating from the Luminforge Syndicate. Serves the Governess as her right hand man in a much more unground way than Ja’e. Kralis has originated from a military-like guild in the Syndicate, offering Ashina governmental, military, and industrial advice when needed.
