The Dock Workers Union
Because of the major port within the city, a large part of the population is involved in some aspect of handling the hundreds of ships that arrive or leave every day.
Almost 100 years ago a major disaster lead the the port works revolting for better conditions. At the time, dock workers were treated as the lowest of jobs in the city, a task only the stupid would bother with. After a week without ships being handled, and with some violent attempts to quell them, The City Guards stepped in to help protect the workers. With the two powers working together a deal was reached for much better conditions for all the dock workers.
Part of the deal was a seat on The Counsel of Eleven. This was taken from one of the trade houses as punishment for letting this happen by the other counsel members.
