The Treaty of Blood

The Treaty of Blood, signed in 1926, was the first formal agreement made between vampires and humans. Until 1925 the vampire epidemic had been increasing almost unchecked, especially in the United States during the '20s. Underground speakeasies were often more than places to buy illegal liquor, they were the favored haunts of vampires. However, an attack in September 1925 on the New York stronghold of Ciubotaru, one of the members of Dracula's First Circle and an insatiable killer, brought the vampire reign of terror to a crossroads. Ciubotaru was killed in the assault on his estate, and the vampires were reminded that even the most powerful of their own were not invincible. The vampires of the United States and western Europe agreed to meet with representatives of the hunters in order to draw up a treaty that would provide for humans' and vampires' mutual existence. The end result was an agreement that required vampires to avoid feeding on living hosts, established a court of law and secure prison instead of automatic executions, and also prohibited daylight hunts like the one in which Ciubotaru was killed. The signing of the treaty on April 24, 1926 marked the beginning of the new era of the vampire relationship to the hunters, now no longer mortal enemies, but a new group of citizens and a police force to regulate them.
