The Fae Codes
The Fae Codes have been in existence for hundreds of years. When humans began to develop weapons and tactics to control the creatures that used to be seen as untameable, most fae went into hiding. Those who remained connected to the human world were regulated by laws that limited them and prevented them, in theory, from harming humans.
Like the vampires, they are hidden from society at large. Covertly monitored by the same government sector that eventually absorbed vampire hunting agencies, they are required to either remain in their colonies or face strict regulation. Fae colonies, like Native American reservations, are considered sovereign nations. Colonies are glamoured to make them virtually undetectable to the outside world.
The 'name registry' was enacted in 2003 after many fae (often half-bloods or those who wanted to assimilate into human society) sought a recognized status and permission to use their inherent magic. Up until then, if they could pass as human, they would be treated as such, but those who publicly used their magic were considered criminals. Legalizing use of fae magic was seen as a serious threat, and when the fae demanded it, they were told it would come with restrictions.
In order to receive a recognized status and be allowed to legally use their magic, the fae were required to provide their true names, a means of subduing them if they were to use their magic to do harm.
However, the result was that the majority of fae chose to remain in their colonies, breaking off contact with the outside world. Those who could not join a colony, for a relationship with a human or those who were part blooded, either suppressed their magic or decided to submit to the regulations.
Use of fae magic without a registry certificate is still legally punishable by imprisonment. Since the fae campaigns for legal status, more humans are aware of their existence, and the fae face increased discrimination. Now most employers require fae to be registered whether they use their magic or not, and there are severe legal penalties for hiding a fae bloodline to avoid registration.
