Awenmont Empire

The kingdom of the Drokken, Awenmont was formed after the dragons were overthrown by those they had kept bound in servitude. In the ages that have passed since their fall, the Empire has become a prosperous civilization. Driven by the fear that the dragons would one day return, and an arrogant pride that all of the dragons' former territory is theirs by right, the kingdom has aggressively expanded its boundaries, first pushing to the northern reaches of Mor'Tora where they warred with the Silvarra, the elves native to the region.   It was in this initial aggression that they overtook the cities of Yorespire and Brannock, two of the largest cities left standing after the defeat of the dragons. Using the resources in their newly claimed territory and the knowledge of magic they plundered from the Silvarra, the Empire continued its expansion, pushing to the west of the Yarrow River and into the area now known as the Scarlet Fields, the large swath of plains that cover the central region of the continent.

Legislative Body
The Legislative Body of the Bastillion Empire is referred to simply as the High Council of Bastillion. It it's current iteration it is made up of primarily of 13 Councillors. It also includes a varying number of advisors, mostly selected from the merchant class and military leaders.. The Councillors are representatives from the thirteen noble houses that reside with the city of Bastillion, and the various merchant guilds elect their own representatives to act as advisors to the council. In order to gain a representative seat, they must petition the High Councillor to make their case as to what benefits they could provide to the Empire, often with a requirement of a fee that they must pay to keep such a seat   Ultimately, all decision making comes down to twelve of the council members, the High Councillor only stepping in to vote in the event of a tie. Because of this, though the High Councillor often lacks much in the way of direct legislative power, the position plays a crucial role when the various houses cannot reach their own judgement on policy matters. The High Councillor also plays the role of figurehead, and is the member of the council directly responsible for making sure the policy goes into effect, organizing the various departments that oversee the enactment and enforcement of legislation.

While each City-State has its own form of judicial body, the High Councillors secondary role is to serve as the final word on legal matters, should they need to be elevated to that level of government.
