About Marsafell
Marsafell is mostly inhabited by the Eladrin elves who were once known for their protection are now known for their cowardice among the creatures of the Feywilds. When the Eladrin fled back into the fey for unknown reason they were able to set up a settlement that had a very rocky beginning and had large struggles with the corruption. Though they were all able to make it through thanks to the help of the Starlight goddess Norma.Legislature
New laws are created by the group of leaders, who sit in a circle discussing the ongoings within the city walls and take advice from the clerics. The first thing that must happen before a law becomes enforced is that one of the 5 leaders or the cleric makes a proposal and present it, stating why the new law is needed then everyone else within the circle vote if convinced. The only people who are able to make proposals are clerical priests of the Starlight Church or one of the 5 leaders but the leaders always get the final say. The only way a person can become a leader is by reaching the age of 600 and someone new can come in is when one of 5 dies, the same goes for being a clerical priest.
Judiciary
Depending on how hard it is to prove that someone committed a crime depends on if they get a trial or not. If it's easy enough to see that the person had committed the crime then they get taken straight to the dungeon or to their execution depending on the severity of the crime. If a trial has to be held then the guilty party is to pay for it and be either sent off to the dungeon or execution. Lots of the higher-ups tend to bribe the clerics and paladins to let some crimes slide and sometimes clerics will let close friends and family members get away with some of the crimes as well.
Crimes
- Theft: 4 months in the dungeon and a fine of equal value plus 500 gold pieces
- Citizen Assult: 1 month in the dungeon and payment of upwards of 2000 gold pieces
- blackmailing: fines upwards of 600 gold pieces
- damages to property: damages covering the cost of repairs or replacements plus 600 gold pieces
- Disturbing the piece: Fines up to 50 gold pieces
- Murder: Death
- Assaulting or impersonating a leader: Death
- Assaulting or impersonating an official: dungeon 1 month and a fine up to 600 gold pieces
- Arson: Hard Labor up to 2 years with fines covering the cost of repairs plus 3000 gold pieces
- Brandishing a weapon: dungeon 5 days and a fine of 20 gold pieces
- Espionage: Death
- Forgery of an official document: exile for 10 years.
- Littering: Fines up to 5 gold pieces
- Treason: Death
Executive
The clerics and paladins are the ones that will bring people in for questioning and will either send them to death or to the dungeon. These people are decided based on their mental state, criminal records, and their age. They must be level-headed under stressful situations and must not have anything like anxiety or depression, they must have a squicky clean record, and can not be younger than 300 years old.
Every year the clerics and paladins get re-evaluated for their mental state and to see if they are still under the worship of Norma. If they show any signs of shaken faith they will be let go, if they show signs of anxiety or depression they are let go. The clerics have the most amount of power within the city as they can help aid with making new laws for the city. Meanwhile, the paladins hold their power outside of the walls and even have their own laws made for the outside of the city that the 5 leaders do not control.
