City Council of Rubi'Sarha

This council concerns itself with the well being, management, and minor disputes of the three districts that form Rubi'Sarha.  They report directly to the Throne.  There are nine members of the council at any given time, but only five are required to form a quorum.   So far the party has met;
Radagahn Belfry: a human and the oldest member on the council, as far as years served, assesses the risks that are posed to the citizens.  His role covers the following actions; construction, demolition, excavation, and land permits.  He filled the position very young as a scribe to the former Council member in this role, when he passed away it only made sense to be promoted into the position.  Generally good natured, enjoys his evenings with the towns people and tries to bend the rules whenever possible.
Ballock Horntooth:  a miserly old dwarf in charge of the treasury.  He previously held a position of Estate Manager in Mountvine until he wanted to see the city, was eventually too consumed with the lack of propriety and management of finances and basically volunteered for the role.  With little opposition, he was accepted in.  He manages funds, and budgets to be allocated to the various guilds should they be subsidized by the Empire.  He is also in charge of allocating any funds to special projects required by the other council members.
Windry Limone: a kind older human woman with a strong sense of urgency.  Her role is to ensure regulations are being maintained.  Acts as an oversight manager to the other council members but also to the various guilds in the city.  She grew up in one of the great houses of Rubi'Sarha but was always more interested in the running of a household than being the head of one. 
Jeff Goodall: a rather strict human man, clearly a representative from the military.  Clean cut and here to ensure infrastructure is in good working order for military operations that may commence within the city.   Also is in charge of protecting the city from Adventurers, or commissioning Adventurers on behalf of the people.  He is a Captain in the Rubi'Sarha military and positioned here for a year as part of training to become a Major. 
Aqua: a strange sight in the city, a female water genasi.  Her responsibility is with civic relations.  This also extends to others from the plane of water but only because she is originally from there.
