Adventurer's Lodge

The Lodge is an organization created by Ruby Empress Denmart after her ascension to the throne. During which time there was a lack of military presence, this provided a way for her people to request and receive assistance. The tradition continued even after a powerful military presence was established throughout her empire. It remains a place where a common citizen can request help that either doesn't fall under the jurisdiction of a town guard or militia or the risk of attempting a request doesn't match the payout. This also allows for social mobility as anyone may attempt a request and receive the promised payment. Many a powerful land owner started as lowly adventurers.
All requests for adventurers should go through the Lodge, even those with scrupulous values, allowing for private and public listings. All public listings are available to any who would claim them however because of the obvious risk public listing are ranked by difficulty, there are even some Lodge master's that will refuse quests if the reward doesn't meet the risk. Private listings could also be accepted by anyone but a non-disclosure agreement is first signed and the risk/reward payout is unregulated, some private listings can be assigned to a particular adventuring group.
The Adventurer's Lodge does not however preclude personal forces from performing a task by their employer. For instance bodyguards can be privately contracted in which case no listing is posted or the employer can post a listing for an adventuring group to perform bodyguard work.
Major cities like Rubi'Sarha have dedicated Adventurer Halls, where parties of adventurers can gather, receive and complete quests, gain new contacts, and learn from fellow adventurers. These places are often outside of the governing body's jurisdiction however the Imperial forces supersede any amnesty an Adventurer's Hall would hold. Most small town's Lodge presence is simply their governing body; alderman, mayor, count, etc.
