Structure
The Council of 12 is the primary adjudicatory body when it come to disputes among the members of the confederacy and the council is also the major decision maker when it comes to large issues such as trade rites, travel tolls, declaration of war and the like. Other then the instances listed above the members of the confederacy exist in such a manner that its members have autonomy of their own affairs.

History
Around the year 1500 LC a war between the elves and dwarves of the Ophis region erupted it lasted for centuries until the fishing village on the Moonglow lake brokered a peace by refusing to supply either side with provisions and to tell all of the villages within the surrounding area not to do so as well. This was at first ignored but when all village would only grow enough for the village's use and nothing else the armies began to starve and where forced to the negotiation table. They agreed on a collective government which became the United Confederation over seen by a elected council.

Military
The army of the confederacy are a mixture of volunteer and conscription. It is a imperative from the council that every town has its own standing army whose job it is to protect the villages near it in the event of an invasion or attack. The villages themselves are also permitted to have militia for their own protection from natural dangers and to augment the battle strength of the army of the confederacy. Skilled warriors are adopted into the greater combined forces of the confederacy which is located in Stone Tree. The forces in Stone Tree are a professional standing army that constantly trains to be at their peak of condition and discipline. Attempting to attack the confederacy has been likened to fighting a swarm of bees while being attacked on all sides by massive walls of troops in a land perfect for long drawn out battles.
