Emperor Pharanox
Pharanox has guided both humans and jotunn into a golden era. Before he came they were hunted by the many beasts of Utumn. With the dragon protecting them, they could settle and begin agriculture. It didn't take long for humans and jotunn to thrive in this environment. After two-hundred of slowly expanding their lands he could see how resourceful his society was. Unlike the wild lands there was peace. A life without the brutal savagery he had known in his youth. He also knew that these were not the only humans and jotunn in the land, thus he decided to expand his borders. Other dragons started to see the strength of his unorthodox alliance and either joined him or tried to rebel against him. Dragons had to follow strict laws and were severely punished for breaking them.
During the next five-hundred years the empire expanded and became what it is today. Pharanox developed hard philosophies on 'choice' during his rule. How a guilty criminal may choose the manner of his execution or let the people choose their rulers. Many of the higher classes in society thought these are senile murmurings of an old dragon. In reality he knows more about the world then anyone else. No dragon ever lived as long as him.
