Effect

A Wish is the most powerful spell a mortal being can cast, altering the very fabric of reality with the words spoken aloud.

Side/Secondary Effects

However, of the few who can cast Wish successfully, even fewer understand that to cast Wish without regard of Lation's judgment is a dangerous game. If the Pantheon has a problem with the words that you've spoken, they will choose the Path of the Monkey's Paw - manipulating your words so the Wish will occur yet your intent will be warped.

Level

Only the most powerful of arcane casters are able to cast this spell.

Applied Restriction

Usage of Wish is heavily monitored by the Arcanist's Circle, who possess the power to detect when a spell of that magnitude is cast in Uthilith. If they discover (through scrying, divining, or other methods) that the spell has been used in a foolish manner that could plausibly harm significant populations of people, they will do anything in their power to track the Wisher down.
