Qualifications
Every child of the previous Rex Arcan will be subjected to various aptitude tests at the age of 8. The one who demonstrates not only the most arcane skill, but the most magically active blood, will receive the finest magical training in Uthilith to prepare them for their ascension. This training includes lessons with Masters of Magic, abilities, extensive fieldwork surrounding Ley Lines, and a four-year intensive at any institution of the individual's choice.
Appointment
The appointment of the Rex Arcan comes when the prior Rex Arcan dies. Clones of the most immediate successor are made upon their 18th birthday, in the incident that the successor dies before the Rex Arcan. In order to not have an inordinately long reign, the clones of the successor are destroyed upon the death of their predecessor.
One week after the death of their predecessor will the ascension ritual begin.

Since the two Kingdoms of Chaelwyth are the last monarchical societies remaining in Uthilith, only one other individual in the world carries a similar degree of authority that can remain unchecked by the greater society - the Truthbearer of the Occidental Kingdom of Chaelwyth. However, the Rex Arcan can be deposed much more easily than the Truthbearer can (in cases of becoming authoritarian or seeking something like Lichdom).
In terms of global political influence, the Rex Arcan carries roughly the same amount of weight as the rest of the U5 leaders.
Source of Authority
The Rex Arcan is rumored to have singlehandedly manifested this power that carries through their bloodline back in CY 110, an endeavor born of fury.
