  Eldarr is the god of law, judgment, obedience to rule. He defined a system of city-state governments that are used in some territories. Beyond those, many of his laws and ideas are in the foundations of other ruling governments. His clerics act as civil judges and his temples are the courts where disputes are settled. Within the temple, his laws are carved on stellas covering the walls. He is dour-faced, quite severe in judgment and his feet never touch the ground. His cloak is brilliant white, pristine and it has a mind of its own, like a servant to him. He wears living chainmail. The chainmail multiples and snakes out to act on his mental commands. Like Spidey's web or doc ock's tentacles, the links multiply and fly out to cover, grab or reach out. They normally travel out at 120 feet per round in any direction. It is not known if there is a limit to how many, how far, or how much chainmail the suit can create.

STELLAS OF ELDARR

These lay down the laws of civilization. They line the walls of the Temple Courts, typically carved in stone, but it may be clay or wood. The courts hear grievances and pass judgments. They handle disputes between citizens and criminal sentences. They can make Writs of Denouncement which are judgments against those holding Eldarr positions in the Temple or government. Chief amongst the spirit of the laws are the sovereignty of the state, the city, the village, and the one. This is contrary to how many governments rule. Villages and towns must vote to join under a nearby city-state. The reach of city-state expansion is restricted by distance, a measure of how quickly they could protect a village or town that joined for protection. Taxes and products are paid to the town, city, or state that a settlement comes under their protection. Eldarr judgments can be severe. Eldarr does not advocate jails or dungeons for long term imprisonment. Either the person is capable of being a rightful citizen or they are not. High crimes are typically dealt with death sentences. Clerics or devotes of Twillex act as executioners. In small villages, exile is common before the chosen execution. Settlements must have citizen militia that all adult citizens must volunteer into. The Deputy oversees the militia, marshaling, training, and maintaining them and defenses. The Viceroy fills the role of mayor or burger. Each city, town, and village have a Viceroy. A Regent is a lord of a City-State, which is in addition to the Viceroy.   The Eldarr Territories of South Krahnis is a sparse region, with dry steppes that can be limited on resources. It was formerly richer, but glaciation in the west mountains reduced many rivers from their ancient levels. Most of the cities and towns in this region practice Eldarrian Contract Law.
