The Rat King represents the interests of the beggars, the downtrodden, and the starving. Most of those who haven't fallen into a criminal gang rely on the Rat King's organization to provide food and shelter.
The Rat King served as the first Grand Master of the newly formed Synod. His recent exile has left the Order without a formal leader 
Outside of this, little is known of who or what the Rat King even is. They once had a base of operations deep in the The Cathedral Catacombs.
