Taoul Reza Noach (Dao-ul Reza Nock)

Nicknamed the city of wealth, Taoul Reza Noach is said to have more money than the next four wealthiest combined. The city is built on four hills, two of which are magically made, each one dedicated to the wealthy of a different group. Each hill is built in that group's style, while the lower city more closely resembles a gothic draconic and demonic hybrid. The city's wealth, though founded on trade, now lies in the trading families that operate out of it.  

Neatrality

Defined by all as neutral ground, the city is named in every treaty signed at the push of the wealthy, declaring it as such. This first came into practice when Tiefling merchants demanded Draconic and Phervian governments signed a treaty saying as much. It is server enough that only those licensed by the city council may actually carry weapons. Weapons bought within the city are delivered to either the buyer's home or ship. Anyone found breaking this rule quickly finds themselves on the receiving end of the Gem guard. Workers on each hill live on the outskirts of the back hills, just before the dividing wall, kept out of sight of visitors.  

The first Hills

The city was first founded by wealthy Tieflings and Draconians, who settled on two hills overlooking the bay. While specific services were built on each hill, many shared interests were built between the hills.   The Tiefling hill boasted a small stable portal to the lower rings as well as fancy taverns for those visiting. Several mansions also surround a central Market. In compassion, the draconic section is purely mansions around the central market.  

The Elvan hill

Once Elves became more prominent in the world, the draconians used their magic to raise a new hill. Populated by a majority of dark elves, the moon elves did get to plant a large tree in the center. This is the only area of the hill that gets sun as the majority is covered streets and marketplaces leading to mansions, several of these aren't fully covered however. The Elf quarter is also home to the criminal underground, led by a Shadow-kai.  

Phervians

The Phervian hill was the last one created and was created late when compared to them coming to dominance. Mostly abandoned after the slave revolts, a hand full of wealthy Phervians remain secluded within. They work purely through their slaves. Though several calls for the removal of this group have risen, the neutrality of the city is cited.  

Lower city

Shops, services, and taverns fill the lower city. Most residents live above their place of work, allowing for more businesses to be fitted in. These lead down to the docks that rival any on the planet or should be only rivaled by Shadow's port and Lacertilla. Guard barracks litter the town, each guarding a specific area.  

Forbiden palace

An ancient palace lies in the center of the lower town. Next to this palace is a large barracks that only serve the marketplace in front of the palace and the palace itself. This palace is forbidden ground and not even the criminal underground dare enter it. Said to be the resting place of an ancient dragon, rumors talk of a traveling bard that visits and is allowed entry, this is said to be Miodulth.
