Legalus
Legalus is more an honorific than a rank, but it is an important delineation. A Senator is still considered to be a Questor until they have achieved this rank, and one must be recognized as a Legalus before they can even apply to become an Arbiter.
Qualifications
- 36 years of age.
- 10 years of military service.
- 1 term as Questus.
- 5 years membership within the Senate.
- Have proposed five pieces of legislation that were put before the Senate.
- One piece of proposed legislation enacted.
Appointment
It is the duty of the Rex Maxum to keep track of bills submitted and proposed to the Senate, as well as length of service. When a Senator meets the qualifications for being named Legalus, the Rex Maxum calls for a special session to announce the occasion. There is a small ceremony in the Senate House where the Senator is named, and given the honors of his new station.
Duties
Becoming a Legalus is a sign of legal knowledge and dedication to the state and her peoples. As such it is the duty of the Legalus to scrutinize bills, and keep watch for any legal snarls caused by incoming legislation, as well as to be mindful of corruption. At least in theory.
Responsibilities
The Legalus are expected to be knowledgeable and active. While most of their responsibilities are just as vague as that, they have a few concrete prerogatives.
- Examine incoming legislation for harmful language.
- Cross reference new legislation with existing laws.
- Propose new laws that will benefit the state.
Benefits
Being recognized as Legalus opens the way for the higher office of Arbiter, and is a recognition of a Senators statesmanship and knowledge of the law. This recognition carries weight. On top of this the Legalus is given a personalized copy of the constitution of Ahntier, and a key to the law archives held within the royal home. Normally a person must be escorted, but a Legalus has freedom to enter. Additionally, the Legalus is afforded a three person retinue, consisting one assistant who is usually a slave, and two special honor guard called Lictors.
Accoutrements & Equipment
- When a Senator becomes a Legalus his red sash is embroidered with golden trim.
- Codex Imperialus: A large tome containing the constitution of Ahntier and basic laws.
- A personal key to the Archive of Law.
- A personal servant, usually a slave.
- Two Lictorian Guards.
Grounds for Removal/Dismissal
No one can be stripped of the title of Legalus. Though it is on the shoulders of each individual to maintain their legal competence, lest they embarrass themselves.
