When a large amount of arcane energy enters a highly radioactive area, it can sometimes form a sort of sentence as a form of self-defence. These sentences given enough time and assuming it has managed to escape its dangerous birthing situation will become a Neblin.
Neblin are beings of raw magic wrapped in a thin membrane. They must continually fule themselves with magical energy if they want to survive.
