Out of Nowhere: Halflings have an uncanny knack for appearing in unexpected places, often managing to avoid detection while doing so. Out of combat, as a free action you can appear next to a non-hostile person within 20ft of you. You can only do this if there is a clear path between you and the target. This feature doesn't work if you are being observed by someone, excluding animals and constructs.
