Atlan (City)
The eponymous city of Atlan resides along the winding Atlan river and the Baron of Atlan. The third largest city in Fultar is an active and independent voice in local and national commerce and politics.
The city not only flourishes from the wealth of natural resources in the surrounding provinces, but as the nation's banking center, financial capital, and gateway of overland trade to the Sua Hills, Kumeristan, Nubia, Arabia and the Orient.
Government
The city is politically independent from the Baron, and is run by a Council elected by the most powerful guilds. Currently the Jensestus family controls the Council.
Industry & Trade
Atlan is famous for its Atlan steel. The Ancient Fultonian empire quickly cottoned on to the fact that Atlan’s steel was something special (thanks to its high-quality alloy), and it soon became a standard source of weaponry for the legions.
Atlan is the center for the production of refined metal goods, especially high quality steel and finished goods made from steel. In the current age, several countries attempted to rival Atlan. Yet Damascus steel from Arabia is too hard, and Viking steel from the north too soft. And so, the greatest blades continue to be forged in this city at the foothills of the Sua Hills. Weapons-grade steel and weapons, however, cannot be traded without a license, and licensure is generally controlled by the Steel Merchants Guild. In the foothills nearest the city, there are communities of halflings in fairly dense concentration, growing lots of agricultural goods successfully, and in the high foot hills above that gnomes with gem mines and processing. These demihuman communities are pacified and domicile as theyacknowledge Fultonian sovereignty but in practical terms are self-governing as long as they pay their taxes and don't make trouble. The gnomes mine gems of their own and also serve as brokers and middlemen between dwarven gem-miners and human buyers. Because the hill country has a well-developed pastoral economy, it is also a center for the production of wool, as raw material, dyed, and in finished articles. The hill county is also full of olive groves, and Atlan is a center for commercial refining of olives into oils.

History
The god Hantithenus founded the city of Atlan and taught humankind writing, mathematics, and other lore.
Atlanians emphasize Hantithenus role as a conservator and protector of wealth; inventor of mathematics and of currency; and patron of commerce as social activity. All traits that the Atlanians are strong in. All the gods of the Fultonian Religion, other than Hecate are honored. The Katheroi are considered are heretics, but are less persecuted than in other regions because of the rural nature and outlaw status of much of the Sua Hills and the proximity to the Katheroi settlement of Sentinel Fortress.
