Land Grant Program for Sol Citizens

The Land Grab Expansion Initiative - UNCLES Resolution setup the following Land Claim Areas for each Nation in an effort to entice those on Earth and its space-based member nations to start spreading towards the stars.  
Here are some of the specifics that need to be explained in detail (under construction): 

• No Combat, Protected Zone aka - High Security Space 
The Environment can spit out something bad
• Mineral Rights
• Build Space
•      Factory, refinery, Habitat, farm, mine, comfort, decoration, defense
• Can be moved, bought or sold
•      Buy, sell, trade, transfer
• Homogeneous (work together, get perks/buffs)
• Can start with just stats.. Graphics Later
• Major Roads, minor roads
• Location affects value
• Nation buys FROM settlements
• Changing marketplace conditions
• Meteorites damage buildings. Cost X$ to repair
• Chance / Community Chest
