Salvae Empire (Saal-vay)
The Salvae Empire is arguably Kalbela's most powerful regional power as it holds swathes of resource rich areas comprised of forests, grasslands, and mountain ranges that allow for industrial and agricultural boons for its citizenry. They also command the largest standing army that utilizes both physical and magical warfare that can trace its roots back to The Sundering.
The Empire, today, is divided into six territorial regions: Empiria, Bay Watch, The Heartlands, The Steppes, the Southern Lands, the Shadowlands, and the East Riverlands; each of these territories is ruled by a governing body of nobility, some of whom have been staples of the Empire stretching back to the First Age .
Structure
The Salvae Empire is ruled over by the monarchy of House Volker from their seat of power in Salvae's capital, Arine in the Empiria region. The Empire is comprised of seven territorial regions, including Empira.
These other regions are lorded over by six local, Marquessates, Viscountships, and Baronies who bear one of two additional titles aside from the rank of nobility: Sentry or Warden.
Bay Watch is presently ruled over by House Balor and its Viscountess Violeta.
The Heartlands sits in the central heart of the Empire's lands and while not the largest territory it is one of the most plentiful and serves as the agricultural hub of the Empire and ruled by House Lanne and its Baron Lanne.
The Steppes encompasses the southwestern coasts and lands of the Empire and is ruled by House Moss, where Baron Tormund himself patrols the land and sea.
While the Southern Lands, a noted staple of the Empire, has struggled to keep itself intact over the centuries, today the duopoly of rulership between the First and Second Barons of Houses Cahlan and Besk has kept the region stable for a few decades now. There are rumors that the baronies intend on securing additional power and lands to cement the region as a regional power and finally secure the territory.
The Shadowlands are unique in its dynamic in the regional powers of the Empire as it is ruled over by one of the independent clans of Dragonborn, headed by Kinxas Saadar. While the clan recognizes the authority of the Emperor and the Empire, their strategic location insures them that they can maintain their autonomy and and their self-governance remains their own.
Finally, the East Riverlands, which is ruled over by House Kordev and the Marquess Solomon, the Marquessate shares the eastern military border with Giamela and acts as the liaison for the Empire through the neighboring House Fleur.
Each regional hierarch rules over their own lands and people as well as their own nobilities within the individual territories with taxes, tithes, and trade flowing through and across the entirety of the Empire in some form of another.
Territories
The Salvae Empire spans the top half of Kalbela from the far western coast eastward to the Emerald Run which marks its border with the Giamela Kingdom about one-hundred and fifty miles past The Twained Mountain and stops south at south-west border of The Gold Plains and the Raja'ri Territories and the south-east border of the Twin-tail Peaks and Giamela.
Salvae encompasses more than ninety percent of the Broken Spine of Salazar and controls the Song Maiden's Bay, which does act as a trading post and port, but has more cultural and historical value than financial. To the west lies the Baltos Forest which remains a wild and untamed wilderness to which the locals have barely scratched its outer perimeter and the Scar of Bairror which has not had successful human contact in centuries.
Military
The Grand Army of Salvae and its arcane paramilitary force, the Magi-Corps, and its naval arm, the Royal Armada of Salvae all make up parts of the Empire's military might.
Agriculture & Industry
Large and diverse swathes of agrarian land, ore and metallurgy refinement/production, access to heavy timber depots.
Infrastructure
Expansive Road networks, magic and historic archives and libraries, several large, fortified cities, border towers and keeps (in various stages of disrepair) that oversee agrarian towns and trade outposts.
