Qliphoth
A settlement of reptilian folk located in the Dragon Mire south of Locitore. Many of the residents have found there way here after being cast out, exiled, or just not fitting in with the strict lawful society in Locitore. A rather and lawless society, as many of those that find their way there are of the less upstanding variety, though many of the denizens are simply looking for a different way of life to that of the city, and are looking to keep to themselves mostly. It is not uncommon to see citizens with signs of maiming or scarring, missing appendages, eyes, ears, horns, wings (if present), due to violent confrontation, which is why many band together for safety in numbers. It is easy to spot a new exile form Locitore, as they spend the first several months growing the tail severed by the city's Badges and Judges.
Tribalism and Militia law are common practice of some attempt to maintain control and order within the settlement. Thankfully, the number of those violent sociopaths is greatly outnumbered by those who are only seeking a more solitary existence. In general, the city in the swamp is considered to be a rough and tumble place, with one requiring to pay attention to their surroundings and keep their eyes down to prevent unwanted attention in many areas. The friendly public banter and chatter that is common in many other areas, is much less frequent in the bog of husks. It is much more common for the chirping of cicadas and croaking of frogs is drowned out by the boisterous sounds of a tavern brawl or street fight. Those conflicts of that rise to extreme levels and threaten many, especially innocents, can be brought before a Neutrality to assist in reconciling differences. In general, those in these revered positions tend to be wise elders and religious leaders.
Architecture: Hovels and shacks principally made from wood, mud, and clay.
Commerce: None of note. Salvaging and trading primarily within the other Husks

Qliphoth, Post Fall: The chaotic upheaval of the world has certainly had its effect, even in a place as lawful as Locitore, and the increase in lawlessness has increased the number of those fleeing the city, either by choice or force
